"Gas and water firms could be forced to speed up expansion projects to help kick start homebuilding under measures being drawn up for the Budget.
The increase of funds is expected to be included in Philip Hammond's make or break Budget next week according to the Housing and Finance Institute.
Boss Natalie Elphicke said: 'Too often new homes are being delayed by hold ups with utilities.
'Water, broadband and sewage connectivity is a particular problem, with some water companies completely failing to deliver what housing developers require'."
