Natalie Elphicke Ross is a Director of the Housing & Finance Institute and was the first Chief Executive of the HFi and is its Head of Housing Delivery.
She has advised central and local governments over a number of years and has served as an independent adviser to HM Government. This included as co-chair of the influential Elphicke-House Report 2015 on the role of local authorities in housing supply, which re-set the direction of government policy in this area, and as an expert adviser on the development of the national strategy for estate regeneration.
Natalie led the establishment of the UK wide New Homes Quality Board (2019-2022). The NHQB was set up to champion quality new homes and better consumer outcomes for homebuyers of new homes. This has included implementing a new homes code for housebuilders as well as a new homes ombudsman to provide independent consumer redress for homebuyers. Her independence, sector background and experience uniquely positioned her to be able to work with the broad range of stakeholders required to deliver this important project successfully.
Natalie's background is as a national specialist in complex housing and structured finance law and public policy. A former international law firm partner with over £4billion transactional experience, she had been described as "probably the best in the City" in her specialist area of housing, with a top tier UK ranking in legal directories. She has extensive experience structuring and successfully setting up new organisations in her professional capacities, working with a diverse range of parties.
She has a strong reputation as an independent commentator on housing matters ranging from housing policies to building new homes faster as well as in relation to the quality and safety of new build construction, and has published numerous policy and training papers.
For many years Natalie has worked as a voluntary worker at her local homeless shelter and volunteered at free legal/advice centres. Natalie Elphicke is a qualified barrister and solicitor. She is a former Member of Parliament. In 2015 she was awarded an OBE in the Queen's Birthday Honours for her services to housing. A Vice-President of the Local Government Association (2021-2024) and a Freeman of the City of London, Natalie is also a Fellow of the British Blockchain Association.
