Calum Mercer

Calum Mercer is a commercially focused finance and governance leader with over 25 years' board-level experience driving performance, transformation, and value across housing, infrastructure, and public services. A Member of the Institute of Chartered Accountants of Scotland and Fellow of the Association of Corporate Treasurers, he combines financial rigour with strategic insight to support innovation and growth in complex, regulated markets.
He has led major refinancing and investment programmes, including raising over £4 billion in bank and debt capital markets, and has delivered turnaround strategies for underperforming subsidiaries, digital functions, and operational teams. His non-executive portfolio has included audit and risk chair roles at the Legal Aid Agency, Dimensions UK, and Solent NHS Trust and NPA Insurance, where he has strengthened governance and assurance to unlock performance.
Currently Treasurer at the University of Bath and Director of Corporate Services at the Royal College of General Practitioners, Calum brings deep expertise in financial strategy, commercial partnerships, and long-term investment planning aligned to public purpose.
